I often use Powerful Assault, but earlier realised that my bufftracker was showing it when I was in fact not using the set. So I checked the regular stats and the buffs from the stat screen and I actually can apply PA without wearing it.

I've tested further:

- The buff when I don't wear the gear is only 14 weapon and spell damage which at least mean that this can't really be abused.
- The buff works completely like it normally does so I can affect 3 other people with it. Tried with a 5 man group.
- All Assault abilities do proc it.
- When I put on powerful assault the buff will have the proper strength.
- Swapping gears, chars, Changing Zones, reloading UI and restarting the game all have not fixed it

- Tried on another char and can use powerful assault ONLY while wearing the set.

So for whatever reason the game thinks that one of my chars is wearing Powerful Assault at all times even though I am not.

Hes Argonian and Warden if that might help to pinpoint the problem.
