My wd has increased by 400 thanks to this. Taken this factor alone, I would already consider this a significant improvement.
But then we have hunter's eye. Oooooh boi am I LOVING this change. The 3m detection allows you to see people in cloak (idk if it's a bug or intended), which happens maybe 1% of the time, but still a welcome change compare to the useless stealth bonus (in PvP you don't stealth unless you are a trying to outnumber or running away and you finished your invisibility pots or smth). Yet the best part overall is the speed. That minor expedition post bow roll is AMAZING. It gives you some very much needed control in the fight, and suits medium armor characters soooooo well.
Have more stamina regain with it stacking better with Sorc and vampire passive.
While roll Dodge penetration should of been anything else. I find extra speed allows me to react to things better.
Extra max stamina allows me to do a lot more things.
I'm getting same / slightly more max stam roughly as my redguard pre patch, but now I have 200-250 more regen and something like 150-200 effective weapon damage (from pen passive). Wood elf is amazing, hugely underrated race.

If you truly not notice combat change then please re-confirm if you are playing ESO only?
My answer is kind of... temporary. The faster movement speed after dodging in PVE is more of an annoyance than an improvement right now -- I tank, and I dodgeroll a lot when I do that, so suddenly moving faster during repositioning is causing me to swing my taunt targets around, since the faster speed means I get further with the same length of keypress during movement.
I'll get used to it, but I think boss NPCs all over the world are preparing a class action lawsuit against my tank for cruel and unusual whiplash.

I was using the reduced detection range to stealth through my everyday content while still wearing efficient sets. This way, I didn't needed to fight a lot and these fights were fast.
Now, I need to else reduce my DPS by using set that boost stealth, resulting in longer fights, or rely on my regular sets, but fight much more often.
Both solution induce a perceptible lost of efficiency. It's pretty bad, regarding the fact that this balance of stealth and DPS was the hearth of design of this character. Now, I can only have one at a time and it make content longer. Not harder, just longer, which is bad, regarding my lack of play-time.
Outside of theses "daily" contents, I tried dungeons but did not see any improvement here. The new "dodge and stealth detect" passive seems to have no impact on my play-style.
About the others, well, I did not see any significant change. The +1000 max stam might have some positive impact, but my character having lots of stam regen, I tend to feel a significant loss in my recovery with the transition from percentage to a flat number. I just need to get used to the fact that I should now include recovery tools in my rotation, but it is not that much of a change... I am just "slightly off", so it is not exactly negative.
The hardest part is that i now need to remember changing my stuff before entering group content. I never did it on my main.
I would tend to conclude that no impact on group content and negative impact on solo content is 0 + -1 = -1, so I feel weakened after the change. The worst part being that this character was designed for solo, not group.

Stats are a bit better than before, but so is every race pretty much, so feels like a wash. No more Disease immunity, I feel a lot weaker to things like Incap but I cannot fathom the status effect is actually procc'ing that often. I feel weaker by contrast with other classes I've tried and in PVP, but about the same overall if just looking at my own performance in PVE.
