Floating mounts, sure, I'd love to see a witchy broomstick, oriental carpet or drow driftdisk floating over the ground... maybe even a mystic cloud or bat swarm to carry a character in a floating manner... since that would only be a special effect, nothing more. But actual flying??? In ESO? That can has more worms then the whole friggin worm cult!
Between the issues of invisible walls and no-go zones to constrain people from wandering off the map (the more of those, the more lag, since they have to be calculated), point-of-view faux-pas when people suddenly can see "part the curtain" from up high in the sky and notice where the developers saved on objects where noone would notice from the ground, and the questions about how flying would mess up cyrodil sieges...

If anything... well, there is only -one- good suggestion about "flying mounts" I ever stumbled over at the forums:
