You know, thinking of Oblivion's Foe now, the Soul Assault tool tip you could get with it could be insane. I already can get a 70K tooltip on my Magden. Doubling that to 140K with Oblivion's Foe. Run it on a sorc with Dragongaurd as the second set and bloodspawn. Getting Soul Assault as a super cheap ult that you could basically spam. That deals an incredible amount of damage. Hmmm. (Have I just talked myself into trying this? Maybe)
This is a tricky question. There are very few worthless sets for PVP. Just a ton of sets that require very specific setups to work properly. And often those setups are going to require you to be in a team to be effective.
However, I can think of one set that is pretty pointless. And it would be great if it could be optimized in a build to actually function in PVP:
Oblivion's Foe
If you can make an effective build that utilizes Soul Trap in PVP, my hat is off to you.
(There is the obvious Sithis' Touch. But that set is specifically niche for NPC killing with zero expectation of working in PVP. So I would say it doesn't count)

I remember seeing a niche build a few years back that somehow managed to utilize the synergy behind Consuming Trap and Vengeance Leach. Mix in Oblivion Foe with that and maybe something is there? Still very niche but intriguing.

Oblivion Foe is not a totally worthless set. In fact the 100% extra dmg on soultrap is nice to put an unreflectable/undodgeable AoE on an enemy.
The problems with OF are its 2-4 bonuses. If it was a magicka set, with decent magicka/Magicka regen, spell dmg and spell crit bonuses, it could be an interesting option for magicka based builds.
Worthless sets are things like Ashen Grip, Death's wind, Trial by Fire or Shali...

I checked the Soul Trap tooltip on my current build and it is 9k. Switching Foe in would bump it to around 15k since it would lower my mag pool. But, what makes the set useless is that it only buffs 1 single skill. Everything else on your bar is missing out on a 5 piece bonus. It's interesting. And a 15k tooltip spammable is strong. But it would be your only effective offensive skill.

True, but if you pair Foe with WM the amout of dmg it does is too good to be ignored.

That is a fair point. You could probably push it over 20K damage, so 10K in PVP. And one of the morphs hits 3 targets.
Easy, Ice furnace.
I guess you weren't aware that Soul Trap prevent(ed) nightblades from cloaking properly. I suspect that was fixed at the same time as Sloads, but you never know.If you can make an effective build that utilizes Soul Trap in PVP, my hat is off to you.
You could try and make that work in IC. The problem is the animation is quite long, but so is the Major Berserk bonus that follows.(There is the obvious Sithis' Touch. But that set is specifically niche for NPC killing with zero expectation of working in PVP. So I would say it doesn't count)
