I use it on a few niche builds for specific reasons. It doesn’t proc the status against shields. Or argonian/woodelf/dunmer. I personally feel this trait should receive a buff. Maybe I’m wrong. Should it work on shields? Maybe increase the status effect duration by 25-30%?
Coming from a PvP perspective. So I don’t know how this would effect Pve but welcome to discuss.

I'm not sure if people are doing it, but in PvE healers *can* run Charged Lightning backbars with Shock enchants. Can keep Minor Vulnerability up close to 100% that way without having to run Infallible Aether.

It could use a buff yeah... Increased duration could be nice, or maybe just amplify the damage. I ran it on heavy attack builds for a while and still do, but it's not really that beneficial over infused.
It's just better when you want that guaranteed off-balance debuff, on any other occasion Infused is better
