Any streamer with "DROPS enabled" under the stream can.
Yet the chances are not 100%.
For the last 5 twitch drops I got only 1.

go to your ESO account page, there is a category called connections there.
Connect your twitch login account to your eso account there.

Once connected, you log in to twitch and on the days you can get crown crate drops, you will see green text saying "drops enabled" beneath any ESO stream that you can potentially earn crates from.

Do note, official streams from Betesda/ZoS have a 100% drop rate. this means if you watch at least 10 minutes of those streams, you'll get a crone crate from that stream.

unlike the crowncrates you buy, the twitch crown cares are:
1: unbuyable, you can only earn them through twitch.
2: only have 1 pet and 1 mount as interesting loot, the rest are consumables. The red and black sench cub and mount.

But you can turn those consumables in to crown gems and that way get things from other crates without buying those crates.

Hope this informed you of all you wanted to know.
What are Natch Potes? Can you eat those?
    I believe in Genie-Gina.

I know that I can earn crates from here:

But whats mean "beneath any ESO stream"? I suggest there are some streamers who has this "DROPS enabled"?
When I do my streams from ESO there are no green text "drops enabled".

Can you write links, like twitch.tv/bethesda
where I can get crates from watching?

    First, read this: https://help.elderscrollsonline.com/app/answers/detail/a_id/41809
Then open this and look for a stream with green "Drops Enabled"sign just below the stream window, lower left corner:
    https://www.twitch.tv/directory/game/The Elder Scrolls Online

As for how you can enable drops for your stream, go and ask ZOS Support.

Thank You. Can you tell me how can I add my twitch channel by ESO to that category (https://www.twitch.tv/directory/game/The Elder Scrolls Online) ?

I also got 1 of 3 and inside were only consumable things like potions, poisons etc... does it have a chance to drop something better?
