Golden vendor items

Why are some of the golden vendor items bind of equip (jewelry) but helms and shoulders aren't? I'm more just curious than complaining but I've been looking to finish kraghs and iceheart and of course they both are available on a weekend when I'm unable to play. That's my luck though so its nothing new lol but I was curious if there is a reason?

firedrgn✭✭✭✭✭The golden has sets that come from overland and dungeon sets.

✭✭✭✭✭Monster helms (and shoulders) are bind on pickup no matter where you get them. A gold ring of Plague Doctor (or any overland drop set item) is bind on equip no matter where you get them. The golden vendor can sometimes sell both kinds of items and each follows their underlying rules regarding if/how they bind.PC NA(no Steam), PvE, mostly solo1 -
