    Isn't the OP's point that the player is frustrating all the other players who want to participate in the current event because he is killing all the NPCs for no apparent reason other than to prevent the other players from interacting with them? At least, I assume that's what he's complaining about.

    There’s an achievement where you have to pay 100k gold to a guard or something. Then you can buy a cool gold pile of coins. Felonious Recompense or something.

    It takes a bit of doing to do that all at once. To get a 100k bounty ain’t as easy as you think. You have to kill all the people in kvatch and the other Gold Coast town and avoid the guards. (Though attacking the guards and getting away gives you a higher bounty).

    The players killing all the people and fleeing guards aren’t trolling or cheating. They are after achievements. There’s more tied to killing all the people in certain towns too.

    Geeze quit snitches. We need some more cheese for all the rats we got ‘round here! Hehehehe.

    I didn't say anything about cheating. My point is no other players can interact with the "killable" flagged npcs because they are all dead, continuously. He's not looting, pickpocketing, or anything, just racing through town mowing them down over and over simply because he can.

    I realize there's no rule against being a prick, but there is against "disruptive behavior"

    You know there's an "auto-loot stolen items" option, and I can loot corpses of nearly all mobs before they hit the ground assuming I'm within interaction range. If he's Blade of Woe-ing these npcs, then he's probably auto-looting them as fast as he "mows them down."

    Good point! The only way you can know if someone is looting or not is if you are hacking their account.

    So, somebody's hacking the offending account, or making stuff up and sending in spurious tickets.
