There are certain specific places where they can spawn. I've seen a chest there plenty of times, going back to when Thieves Guild first came out. In my experience it's the least common chest spawn point in that heist, but there are 4 possible chest spawn points (for the 3 chests) and that's one of them.As a long-time runner of Heists I can tell that something is fishy. Last night I got Deadhollow Halls. My favorite. You can do it with zero sneaky gear/consumables so long as you know where to sneak, where to run, where to stand, and what to wait for. Chests are always on the same spot. Always. I've run this dozens of times.
Until yesterday when they were not. There was a chest is the very first room. I had never, ever seen a chest there, and I've been running these practically since they came out.

I feel like most people may get an idea after seeing it for the first time round. Think about it, how did you get the first 1/3 hidden caches completed? Did you open up a brown chest or something like that?
And as said, they will appear on the compass when you're close to them, so it's not like you are "Bumbling around" without a single lead (Plus they are marked with white arrows so they at least give you some indication of their existence)
There are a couple of spots on some of the heist maps that are secret areas that you don't see on the map until you're in them. Did the chest have a white quest marker over it when you opened it the 2nd time? It's random which of the objective spawn points is actually an objective on any given heist attempt, so it's possible that it wasn't a valid objective that time. Or it may have simply not properly reset the instance between when you abandoned the heist and re-started it. Actually, I found what looked like a small chest with a white triangle and opened it. it went to 1/3. I ended up abandoning the quest, so on the second attempt I went straight to that chest and opened it. This time it said 0/3.
Sooo, you tell me. What will I get the third time I try it? 8)

But if Zos thinks this is fun, and Zos thinks I will EVER play this DLC and do these Heists (apart from getting tickets for the indrik), somebody needs an extended vacation. The vast majority of quests in this game, you can look at your map and at least see a marker for the direction you need to go. And that is Without a timer.
To put this stuff on a Timer, and then Not mark the locations to give players a chance to complete them, is just wrong. Same with the Quen quest to Sulima mansion. Quen tells you - "I dont know what we are looking for". And you check your map, and its Blank. You have no idea where to go, what to do, or even if you are anywhere near the right area you need to be in, or even on the right floor. It's just stupid. (IMHO)
