How do I start 'The Long Game' quest?

I've completed 'Cleaning House' and have reached rank 3 in the Thieves Guild - these are supposedly the only prerequisites for the quest. And yet I can't find this quest or Zeira anywhere.

✭✭✭Thieves Guild 3 (this is the first requirement)Then find Andarri ( a Kajit) - in the tunnel leading out to town (iirc)
Most of these quests have a rank requirement, then find a person or scroll, near the den to start
