Gonna work on my sorc after leveling a year ago and letting set. Mainly for PVP purposes both cp and bgs. Anyways i never really played a sorc a whole lot, with those changes back in murkmire to shields how do shields work now. I heard something about health pool playing into shield strenght and not just magicka anymore? Is this true?

Shields still scale based on max magicka but cap at 40% or 50% of max health (varies by skill and morph). For all intents and purposes, your shield will be half your health bar. Only exception would be if you have very high health and very low magicka.

The gist is to make a max mag build, then slowly shave things and invest more into health until you have sacrificed as little for health as possible so you can have the max shield value. Anyway, avg probably around 10-11k, depending on morph/skill and minor build variation. However, armor res plays into shields now so realistically it's more around 13-14k (cp).

It's important to note that Healing Ward/Ward Ally is an exception to this rule and can, at low health values double your effective health as it has no HP limit. Same goes for Barrier.

One very important thing to note—when using the fine tuning method that @Tonturri mentioned—is that the 20% bonus from Hardened Ward is NOT reflected on the ability tooltip (only the % increase from Bastion CP is reflected). As a result, you can't rely on the tooltip value when trying to adjust to 50% of your HP, as the actual ward value will be far larger than what's shown.

Instead, you might need to use a UI addon (such as LUI Extended) which is capable of showing your exact shield value (after you've cast it).

If you're on console, don't like addons, or just prefer manual effort, you can also calculate your Hardened Ward value manually via this formula:
    (Max Mag * Coefficient) * (1 + Ability Modifier + Bastion Modifier)

    where, for Hardened Ward,
    Coefficient = 0.233968
    Ability Modifier = 0.2

For example, if you had 42741 Magicka and 5% from Bastion, your ward size would be:
    (42741 * 0.233968) * (1 + 0.2 + 0.05) = 12500

In this case, you would need at least 25k HP to avoid being capped.

You can make the 50% health shield work if you boost up Spell and Physical Resistance.

Depends if you are in pve Or pvp.

    Pve:
What limits you in pve is your maximum health. If you raise your health enought (30k+) you shouldnt have problem to push your shield to 15k without even spending your cp to bastion.

But for pvp you are limited by your health and also by battle spirit (-50% shield)
There you can have problem to ballance your shield to be as big as possible (i can say your shield cannot be bigger in noCp than 12k

I have 23.2k health and 39.1k magicka ( as argonian sorcerer in noCp pvp) and my shields are 10910. If i raise max health, i get nothing to shields (because i have less magicka then i need for cap)
If i raise magicka, i can get something but i am again limited by max health (50% of my max health is 11.7k)

No space to move there as argonian. Breton or altmer could have more but 12k shield is max i think. Only what you can do is raising your armor. You can use mighty chudan, or 1 mighty chudan + 1 pirate skeleton + boundless storm skill.
That can get you over 20k armor (with equipped 5L 1m 1h) and help you boost shield resistance

Or you can go petsorc for pvp which alows you to have burst heals (matriarch or clanfear) to help with survivability
