Do surge affect other skills?

I play Sor. class and use Surge skill that give my bow a huge damage boost. But to the surge damage affect otehr skills like Snipe or Volley? Or online standard and heavy attacks?

I think it effects weapon abilities yes I know it effects heals from the healing staff
