Because "Ancient and powerful Elder Scrolls Artifact" screams "Pay $20 for this" and not "Do long and hard quest in order to obtain this as a reward"
As much as I would love to wear those weapons in game, it just feels wrong when everyone else can wear it at a same time. It loses any kind of unique aspect but well, money comes first I guess and some people won't think twice about it.
I would be ok with it if we would get those weapons outfit while at least doing a quest, otherwise, it is just blatant money grab.

"Doing content should be rewarding!" You have loot, right? Isn't that the thing people like to tell those who don't feel motivated to do dungeons because of how stupid the method of getting the cosmetic rewards is?
"You aren't entitled to anything!" And there we go... Throwing that word around... Typical spiel from N'wahs.
I don't think anyone is bothered by having to do something a wee bit harder, only bothered by the fact that those things are locked behind arbitrary challenges that make for a very unenjoyable experience.
"Oh, someone died at the very end, guess this dungeon run is now pointless to finish." Is the impression I get out of the no-death challenge.
