Depends on what PVE content you like to do and what roles you like to perform. It's worth noting that whatever build you end up with, Warden is a buff fest and a half. One of my biggest gripes about ESO is that it can often feel more like you're maintaining a character's power and less like you're playing a powerful character -- Warden is the biggest culprit of that feeling. To counter that, here is my buff-reducing damage build that has gear that is easy to get. I use this build when I don't have an ally providing Major Brutality or don't want to burn through potions:
5 Dreugh King Slayer (bow and jewelry)
2 Slimecraw (head and shoulders)
5 Briarheart (body pieces)
Green Lotus + Briarheart keeps healing coming in while also pumping up damage. The bear adds some passive damage just for being slotted and the ultimate attack is up every 75 ultimate. The build isn't meant to squeeze every ounce out of damage, but it's a less tedious rotation and allows you to focus more on mechanics while still having enough power to burn if you need to.
