Rapid Maneuver not working properly...?

I've been leveling my alt by running dolmens with big groups that usually exceed 16 people in Alikr desert. I noticed that since Wrathstone patch went live, very often my character doesn't get the effect from Rapid Maneuver after the skill was pressed and my character did the skill animation. I'm thinking that it has something to do with how group buffs were changed to affect 12 people and so since the dolmen groups are 16+ people, Rapid Maneuver would randomly affect 12 out of the 16+ group members so that my character has often not been included in the first 12, but I have to press another 1 or 2 times to get the effect, although I am the one using the skill. However, at the same time other group effects, such as DK's Igneous Weapon, would always affect my character with the first skill press. Is this an outlier case with Rapid Maneuver? Does anyone else experience this Rapid Maneuver issue?

    Rapids has not been working correctly for longer than that for some of us

    I can never even get it to work for one other person during dolem grinding. Whenever I get the buff I suppose its because of the rng gods at work

    Rapids won’t cleanse any snares or roots on your character anymore so you’ll still be very slow after casting it

    It’s up there with the enchant changes and removal of all bosmer stealth as far as terrible ideas are concerned

    I don’t think OP is talking about the clearing of snares or immobilizations from pre-U21 Retreating. They’re talking about the Major Expedition and Major Gallop buffs not applying correctly.

    In regards to OP, that seems dumb. It should always be ‘you and 11 allies’, prioritizing allies who do not have the buff for subsequent casts over those who do.

    Funny enough, friends and I have had issues with Rapids and it’s morphs forever. For the longest time it has only applied to a random six people, so we’ve had to double/triple/quadruple cast it to get it onto entire groups; I audibly laughed when I read, “Rapid Maneuvers & morphs now affect 12 targets instead of 24” because in my mind I thought, “At least I’ll only need to cast it twice now if they ‘fixed’ it!”

    Thanks for your feedback. They further proved that this may have been a bug with Rapid Maneuver, not sure if the same with its morphs.
