There should be an account wide summary to show these things, but there is absolutely no need to do every thing on every character.
As such, it's been pointed out many times that one can be viable without repeating everything. One can be viable in a reasonable number of hours for a new character, because thousands of characters have done so.
This is a want, will only ever be a want, and will never be remotely necessary.
Two accounts, 15 characters on NA, 2 characters on EU. It doesn't slow things down that much, and certainly not enough to warrant speeding them up even further.
To my knowledge, there was only one person on the planet that had 'beat the game' prior to the latest DLC release.I think it might be the type of player you are. For example when i beat a game I dont like to replay it. I know what happened I know the story, and i know the outcome so it's boring. Some people can replay the same game over and over. Having only 1 main and 1 just for crafting, the crafter still at lv 20. No fighting skills all into blacksmith, wood, and clothes.
I think having the option would add to more gameplay for others. I would love to try out more builds. Just not going to go do the same thing over again. Yes my choice just like it's yours to do 25 toons.
I dont get how this would hurt anyone's gameplay. It's still not like they jump to lv50. Still have to grind up there. So is the point that we need to go find the shards to waste time?
Again if anything I think it would add to playtime, and we all know that's what zos wants the most. You logged in and playing.

Otherwise, again, the point is moot. You don't have to replay the story lines for any reason whatsoever to be viable.
For the ones that have semi-necessary rewards (skillpoints), you can skip the dialogue so fast that you'll hardly notice difference between the first and the 50th run.
You either want the new character, or you don't.
