Eh never bothered me. But most time I am either questing or farming something so I rarely see it in towns due to myself not being in towns. Then again my system is not a potato so when I do run into dueling its a meh thing I just move along my way.
There needs to be a mechanism that prevents combat actions from being used near the wayshrines and crafting stations (and turn-in point). Make them a dead-zone - just let the player click the buttons and nothing happens. If one player who's too close finds he can't fight back, he'll quickly move away, and the duel will move, too.
Fines, and guard involvement, just provoke some players. Losing will get their attention better.
They should make areas where you gain some decent AP for duels. It's stupid in crafting areas, there's way better places to fight, entice people with more than. Hammerdeath.
Even just locking a radius around wayshrines, so people can load in without having to load your fight with them would work. You could still duel within sight of the waysbrine.
No mounts in most crafting areas, why not no duels too? It's really unnecessary in the bank as well.
I like to see dueling in town squares and what not, just away from high traffic points.

People should respect the classics - those who do fight their duellings within town limits should rightfully get arrested by the cardinals guar... eh, I mean, the justice guards!
Unless they challenge for the dual, but then meet somewhere out of town, of course!

Also, it might be funny and interesting if duelling -was- allowed in some town places - like, larger fighter guilds with a "training courtyard" like in Mournhold...
I always thought it bizarre that there weren't designated areas for dueling, like little mini arenas in or just outside of the big towns. You'd think the fighter's guild or city guard would have sparring/practice areas set up or that there would just be any better place than right in the busiest part of town for this kind of activity.
I don’t see it as being a huge issue? I mean you get the odd annoying duel (near crafting stations for ex), but no more annoying than people who don’t put their pets away in town...

Dueling was legal here in the United States up until 1859 when 18 states outlawed it....even some of our presidents were in duels...so yeah, why should it be illegal in a game set much further back in time?
When dueling was first released, I was super annoyed by the commotion by the wayshrines. Since ZOS does not intend to do anything about it, I just learned to live with it. Now I don't even give it a second thought.
Of course Yes! It's already pretty stupid that guards see two persons fighting and do nothing. They are city guards, so their job should be stopping all that type of situations and behaviors for the safety of the city and citizens.
You can just take your duel partner somewhere outside town. Just cause you found them in town near a crafting station does not mean you should jump him there.

OMG YES! I am beyond tired of coming off the wayshrine and having to walk through duels! Trying to get through on the only walkway and having these people up in your face whether you want them there or not. It's so annoying! Idiots jumping and running around not caring whose way they are in or the chaos they are creating in the one spot where everyone has to walk through! Getting hit by random who-knows-what while you're just trying to get to the bank. Getting inundated by the loud noises of the spells they are casting. Getting six requests to duel before I can get away from the area! I'm so thankful for the "auto decline duel" feature. I wouldn't care if what they were doing didn't affect my comings-and-goings from the area but it does. If they could somehow give us a way to ignore, not see, not hear, not feel duelists as you walk by, I wouldn't have a problem with it.

That is exactly what I quite often do! If they are going to bother me with their duel, I am going to bother them by showing my displeasure at their choice of location. You annoy me, I'll annoy you back.
Not a crime per say; but I would just want a no combat area within city limits. It gets a bit annoying when the undaunted area outside Wayrest gets laggy because people are dueling. There is an arena nearby, they should go there. Perhaps adding a map icon that allows free teleports would help.
