Personally I care very little how my shield looks in combat since this is not what I'm paying attention too. It's more important to me how it looks outside of combat. And let's be honest, bigger shields clip with your characters head when you are moving and look terrible. I can see why ZOS is hesitant to add those.
There are dozens of different shield styles in the game now. They come in a wide variety of shapes and sizes. There are smaller shields, medium shields, and large shields. We have options. If you would like to see this diversity in action, this is a great resource to check out:

I didn't say they're all small, I'm just saying the big majority are too small for shield standards, that or they look like toys, there's plenty of them with impractical shapes or that look too thin, some examples: Fang Lair, Fanged Worm, Ebony (this one not too much but it's way smaller than the one in Skyrim), Hollowjack, Sapiarch, Scalecaller, Buoyant Armiger, Divine Prosecution, Psijic Order, the new battleground ones, Pyandonean, Redoran, Welkynar, Worm Cult, etc
And that's not counting the arms pack where they all look like toys, Abah's Watch and Breton heater shields have realistic sizes and I kinda wish to see more shields with these shapes

That's fair. It's apparent that the design team really does not have realism or practicality in mind when it comes to developing armor styles in general, though. I'm okay with them exercising more creative license and coming up with some cool designs, personally.
A single combat shield meant for blocking a melee is a lot different than a shield meant to be part of a shield wall. Considering I don't see groups of tanks forming up to create a shield wall to protect from waves of archers, smaller shields make more sense.
Anyways, it's a game, so nothing is meant to be practical, but a small or medium sized shield in the context of the game makes more sense than a bulky shield wall meant to be part of a larger group-defense.
In a single player game with more robust system requirements, we'd have more dynamic armor physics, weapons with sheaths, and shields that use their harnesses while maintaining a minimum of clipping.
All gear in this game is designed within the engine limitations. There's still clipping and floating, but larger shields would cause more clipping and more floating.

The Alliance shields have some of the highest degree of float due to their concave designs. While resting close to the back of the head and the tailbone, they hang a quarter meter or more off the back (nearly a foot).
Smaller and flatter designs allow the shield to hang closer to the body, which provides a better illusion of holding and storing it.
