I don't get it?

All this talk about passives and mine are the same before the patch. Shouldn't I see the 2000 max stamina difference on my character sheet because it reads the same as it was before the patch? The passives do reflect the change in the skills menu but not on the character sheet. I have the same things as before because I wrote them down. I don't get it.

Depends on what you were at before. You may have had a % increase and now it's a flat bonus. It's possible that it turned out to be the exact same after the changes for you.

It's called balance. Idea was to bridge gap between the race passives so they matter less.
