Yes
100% of the time you are not really in combat but game thinks you are in combat. For example tank holds 2 mobs, and while he is holding them you want to open a chest but then.....Edited by KhajiitFelix on February 24, 2019 12:24PM1 -

Whether you want or bot has nothing to do with whether you can
I remain out of combat forever due to zos bugs and i expect to be able to mount and change my quick slots

Not being able to change gear during combat is a good thing. I've played MMOs that allow gear swapping during combat and it does not compliment the gameplay.
As far as mounting during combat - I believe the better solution would be to just allow for mounted combat.
