Redownload game when the folder still says its 60 gigs

I followed ESO support instructions to try and reinstall the game to fix my launcher (didnt see everyone's advice on going directly to the eso.exe file)
It said it uninstalled the game, even though the directory is still around 60 gigs.
Now its trying to redownload the entire game?
If it didnt actually uninstall everything and maybe just removed/moved some stuff, cant I find and repair a link somewhere?

joshisanonymous✭✭✭✭✭The repair link is in the Game Options dropdown above the news feed, but you have to start the download, close the launcher, then reopen it, then cancel the update, then you'll see Repair.
Of course, this hasn't worked for me. I tried reinstalling for a better fix to (I think) the same problem and my ISP keeps cutting out once I get to the 5GB chunks at the end. All the files are there because my folder is 22GB, but repairing literally just downloads the entire thing again. I'm 60% through my 3rd try now. Really hoping I don't mysteriously lose my connection in the next few hours.0
