This set is geared toward a stamina user, which is evident from the 2-4 bonuses. With the 5pc bonus being fire damage, the damage the user gained would be significantly less than if it were poison, disease, or physical damage.
Since the introduction of the Champion System, players are penalized for mixing damage types outside of the magicka and physical umbrellas. To make this set effective, one would need to move points out of Mighty and Piercing and into Elfborn and Spell Erosion. This would gimp the player’s primary damage type in order to make one of their 5pc bonuses somewhat viable. It would be more advantageous to wear a different 5pc set and double down on a single damage type.
The only place this set has any shred of viability is in no-CP PvP. And even then, we still have many better options.
Ashen Grip is a bad example of a set that needs a buff. ZOS has stated before that some sets are not supposed to be competitive in the top tier and should act more like stepping stones in your gear progression.
Ashen Grip is a perfect example of such a set. Being craftable and only requiring two traits it is quite often "newbie's first set". Those sets are not supposed to be super powerful. But they can be flashy and what's more flashy than breathing out fire?
