Am I right? the following is pathetic!

(2 items) Adds 1206 Maximum Health
(3 items) Adds 129 Weapon Damage
(4 items) Adds 833 Weapon Critical
(5 items) When you deal direct melee damage, you have a 10% chance to breath fire to all enemies in front of you for 1544 Flame Damage. This effect can occur once every 4 seconds.

what buff would make it kinda, cool, or at least usable! :-)???

I'd say about 50% of the sets in the game need to be buffed. There's a lot of underperforming/useless sets in the game, Ashen Grip being one of them. Anyways, this is how i'd fix this one.

When you deal damage, you have a 10% chance to breath fire to all enemies in front of you for 2000 Flame Damage. This effect can occur once every 2 seconds.

    False.

This set is geared toward a stamina user, which is evident from the 2-4 bonuses. With the 5pc bonus being fire damage, the damage the user gained would be significantly less than if it were poison, disease, or physical damage.

Since the introduction of the Champion System, players are penalized for mixing damage types outside of the magicka and physical umbrellas. To make this set effective, one would need to move points out of Mighty and Piercing and into Elfborn and Spell Erosion. This would gimp the player’s primary damage type in order to make one of their 5pc bonuses somewhat viable. It would be more advantageous to wear a different 5pc set and double down on a single damage type.

The only place this set has any shred of viability is in no-CP PvP. And even then, we still have many better options.

Ashen Grip is a bad example of a set that needs a buff. ZOS has stated before that some sets are not supposed to be competitive in the top tier and should act more like stepping stones in your gear progression.

Ashen Grip is a perfect example of such a set. Being craftable and only requiring two traits it is quite often "newbie's first set". Those sets are not supposed to be super powerful. But they can be flashy and what's more flashy than breathing out fire?

1544 dmg in pvp is cut down to 772. Then let's say every player has 20% resistance(a lot of have 30% or more), that puts the proc dmg down to 618. Then keep in mind that it has a 4 second cooldown, and that it only has a 10% chance to proc on DIRECT MELEE dmg, not just any type of damage. On average, this set will probably proc once every 8-10 seconds.

My point is, 618 dmg every 8-10 seconds is not viable anywhere. Shadow of the Red Mountain does around 4k dmg every 3-4 seconds in no CP PvP. Way of Fire pretty much procs on cooldown, which is 1.6-1.7k every 2 seconds. Viper does around 650/s. Sheer Venom around 570/s.

Since the 2pc is Health, I would bump the damage up to 2500.

It is a Fire Melee set. Most stam users don't generally invest any CP into increasing Fire Damage, so at 2500, it should help it a little bit.

It should add the Engulfing Flames 10% fire damage debuff. Adjust the 2-4 pc bonuses to Spell Damage and Spell Crit, and let it serve as the Magicka version of Morag Tong. We’d be less dependent on DK tanks.

    Another Idea.

(5 items) When you deal direct melee damage, you have a 10% chance to breath fire, or Poison Cloud to all enemies in front of you for 1544 Flame Damage or 1544 Poison Damage based on highest resource. This effect can occur once every 4 seconds.

Everything after your comma is not only wrong, but also off topic. Happy?
