Why do Magicka damage dealers run 1h and shield on their damage bar?

What is the logic behind it? Coming from PvE exclusively, this just seems odd to me. I tried it but can't land light attacks to save my life.

✭✭✭Not everyone does, just magDKs and maybe magTemplars. Shields give full stats like chest, legs, and helm.
