  Note that in PvP you use both pools (especially on some classes), thats what sets like Shacklebreaker or Amberplasm are for.
  - All mana classes need some minimum stamina and stamina regen to be able to break free at least, it is crucial
  - Some stamina classes use mana pool too, like NB can use extra cloack or mirage or mana DK can use Wings, Volatile armor, Green dragon blood, Obsidian shield and Talons! In case of Talons and Volatile armor spell damage will add up too.
  Personally I dont use those sets but go for full prismatic (tri-stat) on my DK both mana and stamina
  
  Now look at these races from that angle:
  Dunmer will have extra stamina pool, maybe he wont need any tri-stat or hybrid set all, opening up som options for extra sustain set. Breton is very solid choice too, because of its crazy cost reduction, but youll end up using some tri-stat glyphs. As for Altmer I dont really know, his passive on stamina return looks tricky, so will it provide him enough stamina for dealing with CC? If so, it is a very solid choice
  For stamina with some mana skills Imperial has high primary stats and good return + cost reduction on both resources or the same Dunmer could work really well on stam DK
  For purely stam class I would take Orc for CP (Burst) and Redguard for non-CP (sustain)
  
  So Id say go for maximum total bonuses, youll be able to compensate it in other things. Thats in what PvP is different from PvE
