It's logic. Max stats = resource pool and dps scaling so to make a Hybrid, you will need to cut those stat pools, split the attributes, resulting in a flat DPS loss. Even in PvP when a Hybrid could have use, it would still lack in raw power due to scaling damage.

Viable yes group allowed most likely not in most cases. A hybrid and a true hybrid can only be done on Darkelf all other races are ok but not as good. The problem is they can only do about 30k dps which is viable for all content including trials but they can not do more then this making them not as wanted in trials.

I am a returning player, still sorting out how everything goes but it has been 4 years since I played really lol. I honestly was hoping to be able to use Magicka class skills with a 2H weapon. Was aiming for a Thor build, 2H Axe with Magicka spells like Mages Fury. My hopes for a hybrid style was for class skills with a weapon I like. As we all know, ZoS made Magicka builds locked to a staff. Which I hate so very much.

For overland questing you can do fine.
For anything harder, you need to be able to perform your role in the group. So, assuming Damage Dealer, you would need to practice your DPS until you can complete the content. For normal dungeons, that bar is pretty low and you should be able to reach it on a hybrid character if you practice it. Anything harder will take a lot more effort to practice on your part and it will be harder to reach really high DPS on a hybrid because of how ESO scales damage fron your max stat.
Since you've been gone a while, there are no longer soft caps on resources. Instead your magicka skills do more damage in part with the more magicka you have and your stamina skills increase in damage the more stamina you have. So ESO now rewards stacking all attributes into either magicka or stamina and min-maxing into one resource pool.
Most hybrids use Pelinal's Aptitude and stack weapon damage to compensate for their lack of damage from one stacked resource.
