Steam inserts an extra login server into the mix. When that server goes down, ESO players who purchased through Steam are hung out to dry.
Normally, it's not a binary thing, the server will overtax itself, and then some Steam users can log in while the majority cannot.
The only real solution is the one I listed. Take your ESO account, and get it separated from Steam.

I can confirm this. I originally bought the game on Steam and got fed up with all of the issues. I ended up buying the game off the ESO website for $10 and now I'm much happier. There's no transferring over stuff like from one account to another, you will just be using your profile name as your login instead of going through Steam and yes you will have all of your account items, etc. as you did on Steam.

Your welcome. Once you purchase the game from the website you can then launch the game from "C:\Steam\steamapps\common\Zenimax Online\Launcher\Bethesda.net_Launcher.exe" The patch screen should say Bethesda and not Steam anymore in the bottom left corner. This is how you can tell that you are using the correct launcher.

Another real solution would be to find the root cause and correct the problem rather than just let it fester. That's typically what the normal reaction is to problems would be rather than avoiding them.
