How many people can use a blood altar synergy?

My guildie and I are having a friendly discussion about Blood Altar skill. He says that everyone can use the synergy and I *thought* it was just one person. It seems super broken for everyone to activate it. Any ideas?
We also are having the discussion that the tooltip is incorrect and can only be used under 30 percent. Any ideas?

Austinseph1✭✭✭✭✭It will usually say “an ally” or “any ally” in the description I think. Eso can be confusing that way sometomes and the only way to know is to test it I guess XD0 -

✭✭My belief (untested) is that it's the only one that works for multiple allies. Each one would need to activate to get their own extra benefit, (once only per player), but that would not use it up, and another player could do the same. ✭✭✭✭✭One person gets the synergy (I've watched the option to use it vanish when I saw someone near me use it) - everyone gets the benefit of the other life steal effect and the opportunity to get the synergy, but once it's gone, it's gone.
Edit: Tasear says every 20 seconds, which makes sense - so I guess once it's used it has a cool down before the synergy becomes available again Which would leave it with a couple uses for the full synergy effect every time it's cast.Edited by xaraan on February 17, 2019 8:09PM-- @xaraan --
