How about a questline that at the end of the story you character becomes a king/queen or lord/lady of a city or zone?
What does the rest of the community think?
You as a character can always be some honorable title holder, but you simply can't be a full-time governor or something like that. Not to mention there will be thousands of lord/king/queen of the same city, do you really want that?
Be an orc and have your own clan. It is in the game already
Yeah I admit it is cool but there is literally no contents for you as a clan leader, it's just like all your other titles, NPCs won't give a damn and certainly others won't neither
There is no content about managing or leading your clan
And if such contents don't exist, OP can just create a character and proclaim him/herself as a ruler of somewhere for RP reasons
Maybe something PVP related like a guild vs guld thing where a guild can take over a city for a week and members of that guild gain more gold or exp in the town and around the town or a cache of resources and gold as a prize.

No, your character is the Vestige, whose fate is more or less determined. He/she would be a terrible ruler, because he have no time to spare for such responsible task. Just look at TES V and Dovahkiin. When your character can become chief of everthing, it's a dumb way to tell a story. I'm glad, that in TES: Online the Vestige can't become a Master of the Thieves Guild or a Listener of the Dark Brotherhood. That would be inappropriate.

I mean it would be cool in a way - given you had some sort of power to control. But I would have to be against something like that because then everyones going to be in that one zone.

Well, my main is a thane of falkreath,so there's at least that. Other similar titles you can achieve are: lord/lady, count/countess, clan mother/father, emperor/empress etc.
I was going to write up several reasons why you shouldn't be a gov but then the entire main quest is just unrealistic anyway along with Cadwell's silver and gold. I usually skip it unless I need skill points. When I skip it, I RP that people in the cities who say I don't have a soul mean that I have no compassion and will do whatever needs to be done, good or bad, or I just skip the old areas all together except wayshrines, delves, pub dungeons and skyshards.
We can be thieves guild member, dark brotherhood members, vampires and werewolves, mages guild, fighters guild, etc, why not be gov of your own city.
Personally, I think ZOS should add a choice, are you or are you not the vestige before you even start the game and take out any references to you being the "soulless" one from the original content. I would have rather started out as a prisoner falsely accused and had the prophet help me get out of prison if I help him defeat a daedric priest that is ruining the world. It's obvious that people with souls can get into Cold Harbour by conventional means, Lyris and the prophet did. But ZOS did what ZOS did. *sigh* This is why I mod Skyrim before I play it. I don't want to be shoehorned into a role for my characters.
