I envision them as being consumable craftables, probably made by tailors or woodworkers. The campfire could be used for cooking, and it could appear on the map like a wayshrine. Ideally, it would remain in place until the character who created it moves a short distance away from it. There would also need to be a limit of one such camp within a certain radius, to avoid them appearing everywhere.
