If has been a while since I played, so I rolled a new character. I started on Summer set (seemed to happen by default). I am level 3, and it seems the Main Quest had not started.

Do I need to go somewhere else for it to start?

    Just head to your Alliance starter zone and you will get a quest to speak to "A Hooded Figure" and this will start the tutorial area

    Auridon (specifically Vulkhel Guard) for AD, Glenumbra (specifically Daggerfall) for DC and Stonefalls (specifically Davon's Watch) for EP.

    This Bosmer was tortured to death. There is nothing left to be done.

    They changed it with Morrowind (and again with Summerset) so you always start in the latest Chapter you own, and you have to manually seek out the main quest to get to the actual beginning of the story.
