Every full trial because stamina is better there.

In areas it is not optimal it is more due to lack of viable range. The two instances you mentioned in the OP both require a lot of movement giving range the benefit and since bow sucks other than two dots stam falls behind. It is more about mobility and being able to avoid damage while still keeping the pressure up. With the two examples it is more problematic because of the lazy design of overlapping multiple boss mechanics rather than developing the fight mechanics properly.

Unlike some games I have played melee was given an advantage over ranged. However, Zos does not and really cannot balance that way since very class but DKs are played both ranged and melee, but more often it is because magicka can be done ranged except for a DK.

So in the end, bow builds only succeed, at least to a degree on a class that has ranged stam skills like a Warden for now. SO the question is less about stam being viable, but stam range being viable. Of couse shields help magicka some but much less than they used to.
