Relequen gives you damage over time and it’s mostly useful on dungeons, most people i’ve seen using the Relequen on PvP end up getting destroyed and im sorry i didn’t mention this but im referring to PvP were people do their Mr.Roboto follow me to that tree builds or builds that you notice a sudden weapon swap that seemed useless and now the guy just buffed his damage even further to finish the job. As i ran through VET Dungeons i’ve seen people do crazy amounts of damage with sets that you dont hear any of the META chasers talk about.

That plus roll dodge canceling is the answer, if anybody comes here talking trash about this set is because they probably use it and does the roll dodge cancellation trick to proc it.

No, I simply don't do many quests (which are all but competitive or in which a stealth damage passive would benefit) or roleplay. I only raid, do 4 man dungeons and small scale pvp. So then please, can you explain me where stealth is used in pve? For overland quests or something?

Well off the top of my head in AA trials it’s best for the center group to remain stealthed on a bunch of the trash pulls, so there’s that. But let’s really get into the meat of this.
We have 2 full dlcs (theives and assassins guild) in which stealth is used all the time. They have solo dungeon missions in which stealth is a necessity and additional stealth is super handy. (And yes like every quest, or dungeon role in this game, even non enhanced stealth races can do it, it’s just easier on bosmers and kahjits.) Not to mention if you are soloing imperial city sewers and you want to avoid banner carriers, stealth is pretty much a must.
I use stealth to this day on my Bosmer to bypass trash mobs in delves and public dungeons so I can get to my objective for various dailies.
Then of course there is stealing and pickpocketing (which is not role play as it can bring in serious $$$ If done by an experienced player).
And of course there is several actual open world quests in the game that require the player to stay in stealth.
Not to mention stealth is a welcome opener with more difficult mobs and of course blade of woe can only be used in stealth.
Meanwhile in PvP stealth is used for three things.
Damage openers, combat evasion, and scouting.
