    What gives you tickets?

In this specific event you get tickets from the two Morrowind daily quests in Vivec City. Every day there's 1 quest to kill a world boss and 1 to find items in a delve, you don't specifically have to kill the delve's boss but in some cases it's right by one of the items so you can't easily complete the quest without killing it, unless someone else has already done it of course.

Who gives out the Morrowwind dailies and where are they?

To unlock the daily quests you have to do the first part of the main Morrowind quest, which is started in Seyda Neen. It only takes about 10 minutes to complete (unless you want to read all the dialogue) and there's only a tiny bit of combat.

The quest givers are in the lower floor of the Temple Canton in Vivec City. Go to the city and you'll be able to see it on the map - it's the last canton (block) before Vivec's pyramid and it's marked with a temple icon. Go through the door on the right as soon as you come over the bridge and you'll see the daily quest markers on your compass pointing you to the NPCs.

Where can I find the Ticket Vendor to see what's being offered?

Outside Davon's Watch, Vulkhel Guard and Daggerfall - look for a square map icon with a star in the middle. The NPC who sells stuff for tickets is called the Impressario. At the moment she's only selling feathers and berries.

To see what you can do with them look for a pen nearby with two deer creatures standing in it - one brown and one green. Those are the indriks which you unlock using the berries and feathers.

4 feathers unlocks the nascent indrik, which is the brown one. 4 berries upgrades that into the dawnwood indrik which is the green one. At the moment only 2 berries are available because we're only halfway through the events for that one.
