Since we don't have this legendary dwemer complex right now and there's a nice little chunk of land unavailable right where it's supposed to be, I think it's only right for it to appear as new content some time in the future.
So, how do you feel about Kemel-Ze-centered DLC? I think the huge automaton from the book would make a neat trial boss.
