Zombie cats confirmed? New Elsweyr art clues

So, here's a new datamined image from the upcoming Elsweyr chapter: dlc_ew_chapterupgrade.jpg
Upon first glance it seems like a bunch of Khajiit civilians fighting a sudden Dragon attack, but if you enlarge the image or look closely you'll notice that their eyes have a blue glow. The same blue glow in fact that the two shady spellcasters (*cough necro hype cough*) use, with one of them even directing a spell at the Khajiit, not the Dragon. We can then note that some civilians are running towards the attacking Dragon, not away from it as common sense would dictate. Conclusion: zombie cats are now a thing.

Unless they are alive and compelled by some mind control spell, the Khajiit in the image are corpses, reanimated by the two Necromancers to attack the Dragon - which is kinda sad but also awesome! Does that mean we'll see Khajiit zombies? There aren't enough Khajiit enemies in the game anyway, apart from a few bandits and Dro-m'Athra so it would be great to see cities overrun with shambling zombie cats. Will Khajiit zombies feature in the storyline? If yes, will they fight alongside us, or will some corrupt necromancer make them fight us instead?

The Dragon is also surrounded by rubble, which could be a simple destroyed city on the map that serves as the backdrop for some story quest, or... could it mean destroyable buildings? They already utilize destroyable structures in Cyro, so they could reuse the same technology to make Elsweyr and the destructive potential of the dragon threat even more immersive! If Dragon Attacks turn out to be specific cities besieged by dragons at a given time (like dolmen or geyser, but on steroids), we could totally have a collapsed wall and building mechanic like in the image! Or if the Dragons turn out to be World bosses, perhaps they can use some destroyable cover mechanic amongst their abilities (like Domihaus in FH) to make innovative and exciting WB fights in an urban environment. What do you guys think, will we ever see destroyable buildings for PvE purposes, or is that just reading too much into a simple image?

On my screen their eyes are the same colour green as the dragons, not blue. As if they are being controlled by it, not the necromancers.

It just seemed odd to me that they'd be fighting the dragons - the Elsweyr prologue heavily implies that releasing the Dragons was part of the Imperial occupiers' plan, so why would the bad guy necromancers be attacking their own secret weapons? Unless the dragons turned on the Imperials as well, so now Elsweyr will have necromancers and dragons fighting with each other while we fight them both

Perhaps the eyes of the left Khajiit who stands further back are greenish, but the eyes of the right-hand-side Khajiit who is closest to us are definitely blue, enlarge the image and sample the colour, it's blue. I'll concede the left one may have pale green eyes, in which case he's either alive with his natural eye colour, or he's being mind-controlled by the dragon to attack the necromancers while the necromancers are mind-controlling the other Khajiit to attack the dragon *mind blown*... the plot thickens.

    Favorite Foods and Potions
    https://media.giphy.com/media/3otPoTggaYFNd1FdAI/giphy.gif
    • Parse Food for PvE:(DPS) Ghastly Eye Bowl (increases Max Magicka by 4592 and Magicka Recovery by 459 for 2 hours).
    • Gold/Purple Food for Sorc PvP and Meme Tanking:(PvP) Clockwork Citrus Filet (increases Max Health by 3326, Health Recovery by 406 [useful if stage 1 vampire], Max Magicka by 3080, and Magicka Recovery by 338 for 2 hours). Witchmother's Potent Brew (Increase Max Magicka by 2856, Max Health by 3094, and Magicka Recovery by 315 for 2 hours.
    • Trash Potions when feeling cheap: Regular CP150 Essence of Magicka pots that I obtain frequently from playing the game or Crown Tri-Restoration Potion obtained from dailies.
    • Crafted Potions: Essence of Spell Critical (Bugloss, Lady's Smock, and Water Hyacinth). Without magelight this is my primary means of obtaining Major Prophecy on my Sorc, which increases my Spell Critical Rating. This also heals and restores magicka. Essence of Immovability (Columbine, Corn Flower, and Wormwood). I use this in PvP, since this gives me stealth detection, knockback immunity, and restores magicka (better to use it when competent allies are nearby, since it might reveal that you are surrounded by multiple players in stealth and you will not have an emergency pot available after use). Essence of Invisibility with only 2 ingredients (Blue Entoloma, Namira's Rot, Nirnroot, or Spider Egg). I use this in PvE content that requires stealth and if I need more speed I'll use Rapid Maneuver before using the potion. Essence of Invisibility with 3 ingredients (Blessed Thistle, Blue Entoloma, and Namira's Rot). Very useful in PvP alongside the vampire Dark Stalker passive, since you'll be invisible, ignore movement speed penalty while in Crouch, and you'll have a 30% movement speed boost from Major Expedition (I always have this slotted when riding from point A to B in PvP land, since gankers are always lurking). My templar/arcanist will mostly use Essence of Health (Tri-Stat Potion) Ingredients: (Mountain Flower, Columbine, and Bugloss).

I don't think Abnur Tharn is specifically still part with the Empire. He wouldn't get a khajiit companion if he was killing the race.

Imperials were just a coincidence. Abnur was probably seeking some form of power or knowledge he could gain from the dragons.
Spoilers if you haven't done the PTS Elsweyr prologue
The Imperials are occupying parts of EÍlsweyr, notably led by Tharn's sister. Abnur initially seeks out the Wrathstone to find a weapon after he got a tip about its existence, and as we fight our way through the Halls of Colossus after getting the tablet, we encounter her mercenaries who want to obtain the Wrathstone for her. Abnur eventually figures out that the Halls hide dragons, and tries to stop his sister's henchmen from opening the door, but fails and the dragons are released. Abnur then wonders whether it was his sister who gave him the tip to find the Wrathstone in the first place, as finding the Wrathstone and releasing the Dragons seemed to be her plan all along.

So Abnur is separate from the Empire occupying Elsweyr, but the leader of the Empire occupying force in Elsweyr seemingly wanted dragons. That's why it would be odd if the depicted necromancers were Imperials.
I find it more interesting that both Necro's have a staff in one hand and a spell in the other.
Ah, fair point. I guess the artist just took some liberties in depicting necromancers who wield staves and offhand spells... so the destroyable buildings thing and the resurrected Khajiit zombies are probably also just artistic licence. Guess we'll just see basic skeletons being raised, meh. I can still dream though
