So, here's a new datamined image from the upcoming Elsweyr chapter:

Upon first glance it seems like a bunch of Khajiit civilians fighting a sudden Dragon attack, but if you enlarge the image or look closely you'll notice that their eyes have a blue glow. The same blue glow in fact that the two shady spellcasters (*cough necro hype cough*) use, with one of them even directing a spell at the Khajiit, not the Dragon. We can then note that some civilians are running towards the attacking Dragon, not away from it as common sense would dictate.
Conclusion: zombie cats are now a thing. 
Unless they are alive and compelled by some mind control spell, the Khajiit in the image are corpses, reanimated by the two Necromancers to attack the Dragon - which is kinda sad but also awesome! Does that mean we'll see Khajiit zombies? There aren't enough Khajiit enemies in the game anyway, apart from a few bandits and Dro-m'Athra so it would be great to see cities overrun with shambling zombie cats. Will Khajiit zombies feature in the storyline? If yes, will they fight alongside us, or will some corrupt necromancer make them fight us instead?
The Dragon is also surrounded by rubble, which could be a simple destroyed city on the map that serves as the backdrop for some story quest, or...
could it mean destroyable buildings? 
They already utilize destroyable structures in Cyro, so they could reuse the same technology to make Elsweyr and the destructive potential of the dragon threat even more immersive! If Dragon Attacks turn out to be specific cities besieged by dragons at a given time (like dolmen or geyser, but on steroids), we could totally have a collapsed wall and building mechanic like in the image! Or if the Dragons turn out to be World bosses, perhaps they can use some destroyable cover mechanic amongst their abilities (like Domihaus in FH) to make innovative and exciting WB fights in an urban environment. What do you guys think, will we ever see destroyable buildings for PvE purposes, or is that just reading too much into a simple image?
