I understand the tooltip says that the spell cannot be applied to a target who has recently been drained or fed upon (which is a fair design to the skill). Does anyone know if there is an internal cooldown to this to where eventually you could drain the same target, or is concrete in the fact that once they are drained it cannot be applied to the target at all afterwards?
