The only reason I got my bounty so high is because there's a great spot chock-full of NPCs with no guards. The problem is they're literally so dense that not getting a bounty is impossible whether you kill them or not, so you might as well just go hog-wild on them. I'm not ever going back there again though if my character becomes unplayable for days' worth of AFKing after the fact.

Seriously though I never ran into such an issue. It does sound bizarre.
