Did they change how bounty decay works? Bounty didn't drop at all for over 8 hours offline

I was using a certain stealing/killing grind spot, and got my bounty really high. I logged off, went to sleep, logged back on, and my bounty literally hadn't moved when I know for a fact it's supposed to dramatically increase the decay rate while offline, at least it used to.

Did ZoS change the bounty system to freeze while offline?

    I logged off my Orc at 11:00AM yesterday with nearly 400K bounty. Can't wait to see what it's at now! :p

    I really hope I'm not glitched to the point where I'll have to stay online on that character to decrease the bounty. He's my crafter and daily-quest runner, so if he can't freely move through towns it's going to be a significant problem. I got my bounty to 110k, used the grand amnesty edict (I never thought I'd actually ever have a use for that thing, but I held onto it) and dropped my bounty to 10k. I hope that remaining 10k drains properly.

    The only reason I got my bounty so high is because there's a great spot chock-full of NPCs with no guards. The problem is they're literally so dense that not getting a bounty is impossible whether you kill them or not, so you might as well just go hog-wild on them. I'm not ever going back there again though if my character becomes unplayable for days' worth of AFKing after the fact.

    So, exactly WHY would you "go hog-wild" on killing NPC's with your crafter and daily-quest runner??? Seems to me this would be the character that you would want to be less risky with. Also, if 10K is a problem for you to pay, I think you'd better spend more time worrying about earning more gold than crafting or running daily quests.

    I am doing it with him because I'm trying for the Black Market Mogul dye, and he already has almost 400k of the progress on it. I have over 2 million gold, I'm not doing it for that, although the rate is pretty good with max points in haggling and fence count. He is also a magicka nightblade, so I can still go through towns if I need to, it's just a pain in the butt when my bounty is supposed to be getting reduced while I'm gone and it's not moving an inch.

    I think it would be funnier if you logged back in and it added bounty to the character.
    Perhaps he's committing additional crimes while you're offline? He has become self aware?

    Seriously though I never ran into such an issue. It does sound bizarre.

    I took a break for about 2 hours, logged back on him, and his bounty had decreased by about 1000, as it should have been doing the first time. I don't know how I managed to have a bounty that did not move for 8+ hours, but it seems fixed now.

    The only thing I could think of is that bounty doesn't decrease if you still have heat, and heat doesn't decrease while you're offline. But you said you used an edict, which should've removed all the heat... Odd

    I'd be more inclined to agree with you if you could still talk to merchants to repair your gear. That's really the biggest inconvenience of a big bounty. On the other hand, I will never actually agree with you because Black Market Mogul is quite enough of a tedious pain in the ass already.

    When the justice system first launched, some of the NPCs had a really fast respawn rate.
    So there were several people that exploited it to gain CP really fast.
    They would run a macro and continuously kill the target, thus resulting in extremely high bounties. It wasn't uncommon to see people complaining about bounties over 2-3million, mostly because they did it on a main instead of an alt.

    ZOS never punished those players for the exploit, they just changed the respawn rates.

    This just happened to me. I went to sleep last night with a bounty of ~25k. I have Swiftly Forgotten maxed out which means my bounty should be decreasing by 2,300 per hour. Just logged in now (2pm est) and my bounty hasn't changed at all. It is exactly where it was when I went to sleep. WTF?

    @Dapper Dinosaur Nearly every equipment crafting writ gives a repair kit. keep them on that character and use them if he's too hot to talk to merchants. It works for me.

    I had similar issue too.
    I had bounty, went in to PvP for couple hours and it barely moved at all.

    Swiftly Forgotten doesn't work offline. Lame I know, I /bugged it years ago.

    However, your bounty should decrease by the regular ~23 every three minutes or so when offline. If it didn't move at all maybe it is bugged really badly.

    Doesn't bounty decrease by about 5-7k a day with no passives?

    That's what I remember from when I got the Mass Murderer achievement. I left my character cooling off for 3 days before she could show her face again.

    This doesn't work, I tried it. They take any gold you might have (I had 8 gold on hand) and take that off your bounty. That's it. Enjoy your 10% armour damage.

    Same here. Had an issue with a bounty not decreasing properly. Now will pay more attention to find out what could be a possible reason

    Posting in this old thread because same issue is happening to me. Used a edict, and my heat hasnt gone down. Bounty has remained at 10377k for hours while I was offline. Earlier when online it wasn't going down while I was in Cyrodiil either.

    Imo,the biggest mistake they made with the system was the bounty decaying.......why have the system at all when it just goes away by logging out? :D
