Another take on Race Passives?

So yeah meanwhile there are lots of threads about this, i would like to know what you guys think about turning passives into utility only passives.

Example:
Redguard: Snare Reduction, X percentage lower Sword and Board ability cost reduction, and maybe posion resistance? ( last one is just from the top of my head )

Or dunmer: Dual weps cost reduction, fire resist and casting/attack speed multiplier

It is only an example of course. What i wanted to show is, removing offensive-defensive advantages but still keeping the flavours.

Without racial abilities, elder scrolls doesnt feel right imo.

But those racials just helped at the start of the game since you can max everything.

    Yes. Yes, there are.

It is a rare mind indeed that can render the hitherto non-existent blindingly obvious. The cry 'I could have thought of that' is a very popular and misleading one, for the fact is that they didn't, and a very significant and revealing fact it is too. - Douglas Adams

What I think is that you forget that some passives are not only combat related. Stealth bonus, for instance, are gimmicky in combat. They do, however, help alot to avoid combat entirely. That's not something that can be replaced by utility alone.

If, however, there was a way in-game to get some stealth bonus, available for everyone... Maybe that could work. And I don't mean stealth sets, they simply don't boost stealth enough by themselves to avoid combat entirely.
