I have lore freindly suggestions, to help with diversity of racial passives and opportunity to tweak effects of this passives.
You need to make passives that buffs
  • armor, weapon, jewelry traits;
  • potions, poisons, food, drink effects;
  • mundus stones effects
  • enchantments
For example, passive buffs any weapon trait for 30%. And player by choosing weapon trait can adjust his racial passive, like with morphs. He can buff damage for DD spec, or buff defence, or ultimate gain, or healing done, whatever he wants. And all of this can be tied up with lore and skills that races has in previous games.

Example (without some flavor passives):
Khajiit
  • Increases Experience gain in Medium Armor Skill Line by 15%, 5% bonus change to successfully pickpocket
  • Robustness: Increases your Health Recovery by 100 and your Stamina and Magicka recovery by 85
  • Lunar Blessings: Increase mundus stone buff by N%
  • (or) Jone and Jode: Allows to choose two mundus stones
Comment
With this passive you can choose which mundus stone buff you want, and it will increase diversity of the khajiit builds. Lunar Blessings: Increase mundus stone buff for N% passive can buff Twice-born star item set, it must be considered

Wood Elf
  • Increases experience gain in Bow Skill Line by 15%, decreases fall damage taken by 10%
  • Resist Affliction: Increases your Max Stamina by 2000 and your Poison Resistance by 2310. You are immune to the Poisoned status effect.
  • Affinity to alchemy: Increase resources restored from potions by N% and increase duration of buffs from potions by M%
Comment
Again, additional buffs depend on which potion player chose. Poisons can be added too, but they are more PvP oriented and can force to use poisons over enchantments, that not good, in my opinion.

Orc
  • Increases Experience gain in Heavy Armor Skill Line by 15%, extra 10% Inspiration gain
  • Unflinching Rage: Grants 1000 Max Health and heals you for up to 600 when you deal damage with a weapon, with a 4 second cooldown.
  • Armorsmith: Increase armor traits buff by N%
Comment
More defending options, but attack can be buffed with Divines trait and appropriate mundus stone. Also divine trait can be similar to Khajiit passive that increase mundus stone buff, it must be considered in balancing

Redguard
  • Increases One Hand and Shield Skill Line by 15%, (new) decreased resurrection time for player and allies
  • Adrenaline Rush: When you deal Direct Damage, you restore 950 Stamina. This effect can occur once every 5 seconds
  • Weapon mastery: Increase weapon traits buff by N%
Comment
Player can buff damage for DD spec, or buff defence, or ultimate gain, or healing done, whatever he wants.

Imperial
  • Increases Experience gain in One Hand and Shield Skill Line by 15%, extra 1% Gold gain
  • Red Diamond: When you deal Direct Damage now, you restore 333 Health, Magicka, and Stamina. This effect has a 5 second cooldown. It also will reduce the cost of Block and Bash by 5%
  • Welth: Increase jewelry traits buff by N%
Comment
Jewelry traits have defensive, offensive and utility options

High elf
  • Increases Experience gain in Destruction Staff Skill Line by 15%, extra 1% Generic Experience gain
  • Syrabane’s Boon: Increases your Max Magicka by 2000
  • Affinity to enchantment: Increase all weapon, armor, jewelry enchantments by N%
Comment
This passive similar to orc, redguard and imperial passives with infused trait, but this passives cover all gear with less effect, so it gives different combinations, also this passive have different flavor

Nord
  • Increases Experience gain in Two Handed Skill Line by 15%, 15 extra minutes on drink and (new)food buffs
  • Stalwart: Increases your Max Stamina by 1500. When you take damage, gain 5 Ultimate. This effect can occur once every 10 seconds
  • ???: Increase food and drink buff by N%
Comment
This passive have less options, but it can be compensated by more powerful other passives.

Have no ideas for Bretons, Argonians and Dark elfs. If you have, please, share it in coments.

With adjusting % of the buff this passives can become major or minor according to needs and flavor.

My previous suggestions for racial passives

P.S. If any of ZOS devs read this, you are not forced to make racial changes in next update, you can always take additional time to try new things and balance them.

Don't see much of a problem if traits themselves are balanced.
If you want passive like Nords addition to armor just increase reinforced or nirnhoned armor trait by appropriate %, if you want passive like High elves magicka buff just increase arcane jewelry trait by appropriate %.
The only problem can be with traits that reduce cost of something, racial buff + infused trait can drop cost to much. But this can be balanced separately or excluded if too powerful.

This is a pretty well thought out and good idea, I like it. The balance will be hard, but since ZoS has professionals (not noticing it that much the last couple of weeks), I think it should come out okay. But this would be next update, and what will they do with the changes right now? Throw out the window? Nah-ah, so unfortunatly your idea will never (or in 5 years) happen.

Yep, but no one force them to do racial changes in next update. I think they always can said that "it's very important changes and we need additional time".

More importantly it ignores what is clearly the intent of Zos. To move away from % increases.

ZOS try to move away from % increase of stats as a whole in racial passives, because this can run out of control, because there is alot of different sources to increase stats. And previuos % passives buff all of that sources at once. But this, suggested, passives have only one source (you can't take additional weapon, can't drink more than one potion at a time and so on), so % increase under control.

Great idea, looks like fun to create builds and so on.
Given that PTS server doesn't have expected CP changes, it will be best for all if ZOS postpone racial changes to next patch and re-evaluated them to create something good and interesting, not just random mash of changes to switch meta.
