The thing is though if you take a look at these forums on any period before a PTS cycle it's threads demanding X be nerfed or Y be buffed. The issue is you can't make a balance change which makes everyone happy, because some people enjoy using over performing builds whilst others don't realise they're over performing and think they're being nerfed without good reasons.
I won't say ZOS gets it right every time or always makes the right calls, but we do get closer to balance with each update.
If you take these racial passive changes and compare how each class performs with just changes in race then we have a very thin gap, which is a good place for them to be.
They just need to work on the other gaps now which is build Magicka vs Stamina and classes vs one another.
Mostly above is based on PvE DPS potential, it gets much more complex with PvP and tank/heal roles.
