imo the story is the biggest point of playing this game.
but i'm sure you'll find gear to hunt, motifs to steal and dragons to fight. or is that not character progression?

Story and Lore are on the bottom of my list on reasons to play an mmorpg. i played WoW for 12 years and i could not tell you a thing about the story other then Arthas is a badass.
Contemplating cancelling my pre order and giving Black Desert a try when it comes to Xbox in a few weeks.

Progressing your character doesn't really mean "accrue imaginary points of progression" be it levels, CP points or whatever. More like developing you character through the in-game means capable of changing your character status. It we talk generally, reputation changes, hero disposition towards the world, the state of the in-game comrades and their number and their opinion of the hero, hero's alignment and beliefs - these things are in the heart of any RPG. That is, actually, progression of your own beliefs and ideas through in-game means. If you don't see it like that, than maybe any average korean grind MMO would suit you better than ESO
If I were to describe an RPG system, let LAST words would be character progression, really.

Not exactly zero. As I said, it's your own beliefs and opinion about the world as you see it from character eyes that matters.
Basically, story development results in changes in the world. As you progress through the quest system, there would be permanent changes in the instance state of the world you character lives in. You get your own comrades (Razum Dar, Naryu even Cadwell etc )throughout your journey, though their opinion is quite generalized. You update your own knowledge as well. Encounter new enemies and mechanics.
Steal too much, and you might not be able to repay it. And if you have hundreds of thousands of gold to pay for your offenses, consider it from in-game perspective. 100 000 is enough to buy a small estate in a game world. With that much money you can certainly prevent any kind of rumors spreading.

Do not get me started on the stupidity that is infecting every mmorpg (except the great Final Fantasy XIV) that is called "Level Scaling" or "i am a casual and do not have the time to actually play the game, let me do end game stuffs"
This, personal skills is way more important in ESO than character gear and build as long as later is relevant.Try getting into vet trials and vet hardmode dungeons, while it's not character progression, it is progression of your own personal skills, and your ability to adapt to circumstances and mechanics allowing you to eventually adapt and "git gud" at the game from a pve perspective.
