How do I create an Imperial?

I have the ESO+ membership, but it will not let me make an Imperial, says I need to purchase the DLC?
If I need to go to Imperial City first, fine. But how do I get there?
Seriously hope I don't have to PVP to get there.
I suck so bad at PVP I've lost a duel to myself (don't ask)

Golnebo✭✭✭To be able to make an Imperial you will need to make a new character on the character screen and select Imperial as race. You can only do this after you have bought the Digital Imperial Edition Upgrade from the crown store. It does not come with ESO+

{Eilalenya Alkinaerith} - Strikingly beautiful High Elf of the Aldmeri Dominion - Seducer of men and elves - Learning the Healer ropes. Heals for fun.
{Blue Bear-y Pie} - Think-outside-the-box Mastercrafter Warden - Enjoys long walks on the beach - Protector of Tamriel's fauna and wildlife - Breton lady.
{Neopatra} - Grumpy old Veteran - Wreaks havoc in Cyrodill - loves her grandchildren - Redguard Brute. In case of bad mood she turns into a werewolf.
{Sneaky little Maraya} - Gorgeous Redguard Bombshell - Evil stamsorc who loves to clear dungeons of monsters.
{Seven of Nirn} - No-nonsense brutal lady-Orc. Always rambling on about the Covenant. Get with it or get out kinda StamSorcOrc.
{Reeks-of-Incompetence} - Hangs in the balance DK. Studied to become a dentist. Alcohol made her do nothing all day. Argonian Historian.
{Doctor Whoops} - Self conscious Sorc . Father to 18 children. None of which are anywhere in sight. Proves shield nerfs wrong. Currently doing vDSA.
{Daisy Deathbringer} - Foul necromancer that likes to hang at funerals and graveyards. Mostly plays with the dead, does not deal much death.
{Major Defiler} - Lovely necromancer who likes to study life. Puts the word romance in necromance.
{Cindiana Jones} - Defected Templar. Very deadly in Battlegrounds. Likes to wander around Cyrodill.
{Sideskirt Bob} - Nightblade who got his nickname when a lady Nord mentioned his waistline.1 -
Zaketh✭✭✭As long as I don't have to embarrass myself dying endlessly on the PVP field, I'm good with making that purchase.

✭Imperial Edition Upgrade really has nothing to do with the Imperial City. It gets you the ability to create characters of that race, and is a requirement for buying a couple of the houses*. I think there's a horse included, too, but since everyone gets a horse as a level-up reward, that's essentially a cosmetic item.
Any character can PvP in Cyrodiil and the IC, but none actually need to do so. You can get all the skills from doing Battlegrounds. Yes, that's a kind of PvP, but it's much more a team sport than anything else, and you can get Caltrops, Vigor, etc. from just playing on the losing team a few times.
