I am confused about how builds work in this game.

So, is it like this?

Tank -
Health. Heavy armor. Sword&Shield / (?)

Melee dps -
Stamina. Leather armor. Dual swords / Bow.

Magicka dps
Magic. Robes. Destruction staff / Restoration staff.

Do you pour your points into just 1 stat? Which build uses the Two Handed weapons?

    Stamina PvP build uses 2-handed weapons.

    Mostly you pour your points into one stat. Unless you are too squishy, in which case you put some points/glyphs in healt. Or if you are a tank and you are running out of resources, you may invest in sustain over max health.

    What you posted are the general guidelines, but there is a lot of room for tweaking.

    Honestly, if you are not going for top DPS, you can use DW/Bow, DW/2H or 2H/Bow in PvE. Some tanks also backbar a 2H to add some DPS when needed.

    I tend to use DW/Bow on my stam DPS because of the flexibility of being melee and ranged in one, but you can use the gap closer from 2H to get in melee range as well, so try things out and see what works for you.

    For stamina PVE bow is mandatory, other bar either DW or 2H, currently DW is best but it will be nerfed soon. All 64 attribute points in stamina, if you feel that you dont have enough health it's simpler to change enchantment rune on equipment.

    Food is mandatory, basically dubious camorane is optimal in most cases for stamdps. Recipe is quite expensive for new player, simpler to buy already prepared by others in guild traders.

    Bow should be infused with berserker enchantment so it procs from endless hail, stamina dps main skill.

    Damage scaling is very steep, so the more you min-max the more dps you gain, there is no balance here, all your stats should benefit damage. For stamina weapon damage and crit chance are more preferable then max stamina.

    Your damage scales with your max magicka if you're a magicka user, max stamina if you're a stamina fighter. Try to balance both if you're a magicka user because the stuns, roots, and knockdowns will kill you if you don't have enough stamina. Oh yeah, damage in the game is so high, make sure you stack lots into health and resistance too. Good luck.

    This is all great but my main is a Stamblade with Dual-Wield and no backbar, max Stamina, and pretty casual scrub play. I don't think he ever ate anything, lol. So it's *possible* to get by with less-than-optimal setups and builds in PvE... but this is all great advice if you're looking for specific build stuff. Just don't feel like you have to get it perfect on your first playthrough. The thing that's going to make the most difference is knowing your character and the abilities - use what works best for you. There's some really nice combinations even for casual folks. Good luck!

    Unless you are looking to achieve top scores on the leaderboard, you can do whatever you want. :)

    For instance, my main is a Bosmer Stam DK (not at all the 'meta' race) and she does just fine in both dungeons and occasionally trials, where she mainly likes to use DW daggers and a 2H axe (not at all the 'meta' set-up). I switch to a bow on my back bar for trials and other instances where I can rely on a healer, but use my 2H back bar for everything else (and most things I want to solo). So it's up to you really!

    If you want to follow the current meta though, I believe it's DW/Bow for PvE and DW/2H for PvP.. But I could be mistaken.

    As at least one person has already said, you can play this game however you want. The amount of creative flexibility this game provides is pretty amazing... to the point you really don't have to think about "builds," you can think about characters. That said, it doesn't hurt to know a few things about the mechanics under the hood. I liberally use these two resources when figuring out how I want to make the characters I've envisioned a reality: (1) https://en.uesp.net/wiki/Online:Online - specifically, I look at gear sets that are accessible to me and which ones fit the flavor of the character, and (2) http://esoitem.uesp.net/viewSkills.php - to plan out what skills my character needs or would have. From there, they added a feature called the level-up advisor that is a good starting point for creating a character. You'll get a free re-specification scroll as you level, so your choices are not locked in stone one way or another.
