Alliance Emp Bonus Not Working

Since the Midyear Mayhem event a few weeks ago, claiming emperorship on a alliance will not grant the extra health bonus. This happens in both Vivec and Shor, on all alliances.

✭Works great for me in Shor on PS4 NA - Whenever I enter, I instantly get the Emp health buff.
The only thing I see that might be a problem is that my faction doesn't actually have Emp
