So I run Julianios light clothes, illambris head/shoulder, mothers sorrow jewelry and inferno/lightning staves. What actual dps change would i expect if i went with siroria instead of mothers sorrow?

It really depends on your skill right now.
Also please be specific, DPS when? Against a stationary dummy? Against normal dungeon bosses that die before you reach max stacks? Against vet dlc dungeon bosses where you run a lot so you can't use it?

Short answer, not enough to make it worth it. I've tried a ton of combinations of what are considered BiS sets on multiple mag sorcs (pet and non-pet builds). Everything from Necropotence, to Netch's Touch, to Spell Strategist, to Mechanical Acuity, to Mothers Sorrow, to Siroria, to IA, to BSW, etc. The list goes on. Only difference was changing 5 piece armor sets. Ran a Maelstrom back bar on all of them, same traits on armor, jewelry, and weapons. Tried all set combinations with Illambris, Slimecraw, and Zaan monster sets. Most parses were within 2-3k of one another. Siroria was on the high end when paired with Necropotence (pet build) and Mothers Sorrow (non-pet build), but honestly, it is very situational as to when it outperforms other sets in actual content. Personally double lightning staves with Netch's Touch and Mothers Sorrow (non-pet) and Necropotence with Netch's Touch (pet build) were the most consistent in actual dungeons and trials. I don't care what DPS you pull on a stationary dummy. If you cant keep 20 stacks up at all times during a fight, then you should look at others sets in my opinion.

Great answer, clap clap clap, I was being lazy, but I agree, excluding the Netch comment. Maybe Netch will be good again once pets will be affected by it(next patch), and necropotence will be useless for pet builds (out preformed by almost anything), but we will see how the new pets will work #4.30

Also quick addition, the thing that really does a DPS jump, is maelstrom staff. Really strong. Much wow. Very good.

I don't see how 6,438 max magicka is a bad thing on a pet build, especially after next patch when overall resource pools will be lower with flat values rather than percentages... And based on my testing, Netch was the closest performing set paired with others (when running double lightning staves) outside of Siroria. The odds of keeping 20 stacks up during most content is slim to none which is why I don't really care for the set. Sure, some people might be able to pull off a small DPS increase with it, but the stress of being tethered to a small AOE is not worth running it in my opinion. Siroria is situational at best.

For the record, I managed a consistent 39k with Netch and Necropotence on my pet sorc, and barely broke 40k on the same pet build running Siroria. If I recall, the non-pet build was pushing 42-43k depending on set combinations. I don't think there is much more potential with a mag sorc right now. Maybe 45-47k with lucky RNG. Or maybe I just need to get good... which is a possibility. All I can say to the OP is to get a set of Siroria and DPS test. Then actually run different sets in content and see how often you keep all 20 stacks up like you will on a dummy. You will easily answer your own question.

i get consistant 41.5k with necro+mechanical+zaan (6m dummy tested), and pet sorc dont need the big mana pool (resource management wise) and will do exactly as well with 615 spell damage worth of stats (after the patch). 700 cp. i did not test netch enough though, so i might be wrong, but pets+frags dont get the damage from it, and thats 20% of my damage minimum.
