Imperials don't suck at Magic, they just aren't extraordinary at it as a RACE.
But Khajiit are?
It's just a lesser known thing.

With this logic every race could be good in Magicka and Stamina. Why are Nords bad at Magicka? They have Shalidor. Why are Bretons good at Stamina? They have formidable fighters.
Somewhere has to be a line in the end.
Edit: I know what you mean and to some degree I agree. It seems a bit odd that ZOS decided Khajiit do fit Magicka now too and left out other races in that regard, e.g Imperials. We know changes are coming and Imperials are the only "weak" race at the moment so I hope they're adding on something to their versatile nature, too.
Perhaps one day ESO will allow players to select the racial traits for their characters. I always played as an Imperial battlemage in Skyrim, and it was quite fun wielding spell and sword.

Then it wouldn't be a race. Either you're that race or you're not. There are no "sub races" Or mix races. If you want to be ~1% better at a stat, choose the desired race. Otherwise don't stress about it.
Because Imperials are a martial people who take their themes from real life Romans. Yes, there are Battlemages in the Nibenese aristocracy but those are not the norm. If you look at their passives from previous games, they've been highlighted as charming, stamina-hefty warriors.
