He seems to be quite badass at using magic, but the Imperial racial passives don't provide him much. He should be a tank.

With this logic every race could be good in Magicka and Stamina. Why are Nords bad at Magicka? They have Shalidor. Why are Bretons good at Stamina? They have formidable fighters.
Somewhere has to be a line in the end.
Edit: I know what you mean and to some degree I agree. It seems a bit odd that ZOS decided Khajiit do fit Magicka now too and left out other races in that regard, e.g Imperials. ✭✭If you want the racials in ESO to reflect every minor aspect of every race, we'll need sub-races.

Then it wouldn't be a race. Either you're that race or you're not. There are no "sub races" Or mix races. If you want to be ~1% better at a stat, choose the desired race. Otherwise don't stress about it.2 -
