ESO+ do you have to subscribe to both NA and EU?

So I've had ESO+ for a while and I've been playing on both EU and NA with ESO+ on both with 1 subscription.
Today I suddenly lost my EU ESO+ and made a ticket, answer I got was that I had an active subscription on NA.
The support person must have transferred that to EU since I now have ESO+ on my EU chars but not my NA chars.
I play on both servers on the same account, do I really have to have 2 ESO+ subscriptions? And how do one decide which server it's active on?

    no if you are a subscriber you have access to both. I have both NA and EU as well.

    That's what I thought, but I've lost ESO+ on NA now.

    I have only one ESO+ subscription, but have access to both servers.
    I heard that yesterday EU was having some issues, so perhaps it's just a temporary problem.
