It does. One of the things that healers do when they get bored in a raid is to put ele drain on every single mob before the tank aggroes them. Wait. Does Elemental Drain stay up on multiple targets at once? I thought that I tested it at some point and it didn't.

The skill no longer aggros anything. Been fixed for a while.
