Technically, we could run into Dwarves in ESO. (Lore friendly explaination)

In The Elder Scrolls: Morrowind- you talk to the last living Dwarf: Yagrum Bagarn. He was on another plain of existence when the Dwarves disappeared- however, he admits that he may not be the only dwarf left in Tamriel.

Yagrum: "This is how I style myself. I do not know for a fact that I am the last. But in my travels thousands of years ago. I never encountered another. And since I have been here, I often ask Lord Fyr, but he says he has never heard a credible rumor of another Dwemer, on Tamriel, or in any Outer Realm."

Technically speaking even if we don't run into multiple Dwarves- we can still run into Yagrum as he's traveling around Tamriel… while he's looking for other Dwarves. Yagrum doesn't contract Corprus Disease until closer to the events of the Morrowind series- so he should still be wandering during the events of ESO. We know this because we literally have a trial in Tel Fyr's underground (which also isn't a Corprusarium yet) and he's not confined there.

Also, where the hell are the Falmer? Shouldn't they be in some of these caves?

We might get something similar to the Falmer if a new chapter or DLC focuses on giant underground networks of stuff being opened up to the surface.

As for Dwemer, beats me. It's so big it has to be done right.

I so much wish for something Snow Elf related. Maybe in the future there is a chance if they use the zones left out of Skyrim/the Reach. Im pretty sure that the falmers we see in TES Skyrim will appear as enemies, but I'm hoping to find them in their earlier state. Like a hidden village in the mountains up north.

I think that also Snow Elf ruins can also be used as interesting locations to explore, just as dwemer ruins go.

That would be so cool! Maybe Yagruum could be an NPC as M'aiq, a traveler you ocasionally cross paths with. Putting myself in his place, I'd be traveling to Volenfell, cause that's the other place a lot of Dwemer went.

...which we won't, because that -would- give start to just the sort of rumors Yagrum never found...
...we can still run into Yagrum as he's traveling around Tamriel…
    True.
Who knows, they might someday when the clockwork city is further in the past make a DLC about a huge underground dwemer city... no overlans, just a maze of corridors and such. Newly opened for exploration, and Yagrum one of the ones looking to see if he can find a hint of other dwemer...
Also, where the hell are the Falmer? Shouldn't they be in some of these caves?
Yeah, but in this era, they are still very -deep- underground in formerly dwemer realms around skyrim. But if they make western Skyrim DLCs... well... I would expect them to come up then (pun intended)! ;)
