Lag is usually caused by network problems or server structure problems. Bad FPS is bad FPS cause by low end machine or too high video settings. Also numer of addons may cause this.
At least this is how it is in simplified terms.

This, simply solution is to reduce grapic settings / effects in Cyrodil and trials. especially AoE effectsNice, but totally ignores the lag problems on console that has no video settings or adjustments to fps or add on's for that matter.
I have a ps4 pro and the fastest Internet speeds provided by my state...still hit lag. Especially in Cyrodiil when there's more that 10 players on screen.
Also, there are streamers who show gameplay on PC with incredible machines and they also run into lag at times.
I understand the struggles of trying to run high performance on a potato machine...but the issue is so wide spread that it's not some isolated incidents. It's across all three platforms.
Also, Zos in a round about way admitted the servers had issues when they spoke about performance and all the improvements and changes won't mean much if server stability wasn't improved in the last ESO live.
That tells you right there the server problems are real and known by Zos. By thier own words, issues about performance are real. No need to try and dismiss them because you might not see an issue. They wouldn't have made that statement if it wasn't an actual problem.
